Mib Software distributes LIDESC as a command line utility plus a set of license description files for many popular licenses (including Free and Open Source licenses) which can be extended. See Obtaining and Compiling the LIDESC utility

Although it is an "awareness" system not designed to enforce license compliance, LIDESC audit and license incompatibility reporting can assist in local implementations and scripting of such tasks.
