Ask your news administrator. If you are the news administrator, read
RFC 1036. (also, refer to "How do I configure the
/usr/lib/news/moderators file?")

Hint: The relevant part of RFC 1036 is " 2.2.11 Approved ".

I don't know why the title of this FAQ entry discusses "mailing lists" How to moderate a newsgroup is really outside the purpose of the INN documentation. A better place to start is probably:
USENET Moderators Archive (and handbook, tools, etc.)

And if you want to actually run a mailing list, then you probably want majordomo or listserv, or something like that, which has nothing to do with INN.
